How are inlinks ranked in Yahoo Site Explorer?

I use Site Explorer frequently to check inlinks to client sites, and to their competitors. Am wondering if there is how the listings are organized. Are they rank any criteria?

i think as long as they crawl and index it.. it counts.. lol.. not sure what's their criteria but i noticed that they really show many links..
