It is in my knowledge that cloaking is black hat SEO and through this technique Search Engines are deceived. My question is how Search Engines are deceived ?

I was penalized for this at one point, I had a wix site which in it's mobile designer only allowed you to use elements found on the main pages, so I would add elements and hide them. Google thought I was cloaking keywords and menus, had to create a fix

Cloaking is a black hat SEO technique used to fool google as well as the user. It shows up in another page and when you click on it you will get redirected to another page. search engine thinks it is another page, but you will get another page.never use it for your website it is an illegal technique.
