I know forum posting is best off page technique, but I am little confused, which has more impact a simple link or signature.

Signature links can not help much [If not any] to improve SERPs. However, they do help to get new pages index faster and you get some direct traffic from Signature links.

Always go for signature. It has many benefits like a user would know what kind of link you have given by reading your signature, and if they found them relevant they might click on it and go to your web page which will result in having a visitor who might be interested in your business.
Another aspect is that it helps a little bit in your keyword ranking of that keyword which you have placed on your link as signature.

Signature links brings nothing to your site in context of some real SEO value. It gives diversity to your link profile, to make it appear more natural to google. Basically that means that it helps trick google to think your linkbuilding is natural, not with purpose.

Forum signatures, however, brings good traffic to your site (along with blog comments) which Neil Patel explained in one of his posts really well. Also Matthew Woodward started building his own blog with that technique solely.

So if you want traffic, go for it, if you think it will help you rank your website, then you're wasting your time doing that
