SEO for a weather forecast website

Hi,

If you had a weather website , how would you SEO it?

A year ago I created a single page that shows in a really cool UI way the weather forcast for every single place in Italy using mainly javascript,html,php.
But SEO wise I didn't have success by doing so. As for what I understood, Google prefers a lot of pages instead of a really good one (made with mainly javascript). So for that reason I made a page for each place in Italy (I reached 8000 pages), and that kinda works, but not in a relevant way.

Weather forecasting websites, generally, don't have a lot of written content such as blog posts. The only positive aspect is that It is always fresh (weather forecast in real-time).

What would it be your SEO strategy for this kind of website ?
