Over Optimization happens when your website is considered too good by Google - either in terms of a sudden volume of back links, or because of heavy on-page optimization. Google considers that your website optimization is beyond acceptable limits; your website will be red-flagged and automatically restricted or penalized.

If your meta data and page content are keyword stuff and those are purposefully written for search engine bots. Then it considered as on-page is over optimized.

For off-page, check your backlink profile and anchor texts. Sudden grow of backlink numbers, irrelevant links and same anchor text backlinks can be considered as over optimized.

To determine if a website is over-optimized in both on-page and off-page aspects, you can consider the following indicators:

1. On-Page Optimization:
   - Keyword Stuffing: If a webpage has excessive use of keywords, to the point where it hampers readability, it may be over-optimized.
   - Excessive Internal Linking: An excessive number of internal links or over-optimized anchor text can be a sign of on-page over-optimization.
   - Unnatural Meta Tags: If meta tags are filled with too many keywords or seem irrelevant to the webpage's content, it indicates over-optimization.

2. Off-Page Optimization:
   - Manipulative Link Building: If a website has an unnatural abundance of backlinks from suspicious sources or irrelevant websites, it may indicate over-optimization.
   - Overuse of Exact Match Anchor Text: If a majority of backlinks have exact match anchor text (exact keyword match), this can be a red flag for over-optimization.
   - Low-Quality Guest Blogging: If a website engages in excessive guest blogging on low-quality websites solely for link building purposes, it suggests over-optimization.

additional signs to help determine if a website is over-optimized:

1. On-Page Optimization:
   - Irrelevant Content: If the content on a webpage does not match the user's search intent or is overly focused on targeting keywords, it may indicate over-optimization.
   - Hidden Text or Links: Concealing text or links on a webpage with the intention of manipulating search rankings is a sign of over-optimization and goes against search engine guidelines.

2. Off-Page Optimization:
   - Unnatural Anchor Text Diversity: If a website has an unnaturally high percentage of backlinks with exact match anchor text compared to variations or branded terms, it may suggest over-optimization.
   - Link Networks or Link Farms: Participating in link networks or obtaining links from link farms, which artificially boost backlink numbers, can be a sign of over-optimization.

signs to help determine if a website is over-optimized:

1. On-Page Optimization:
   - Keyword Cannibalization: When multiple pages on a website target the same keyword, it can create confusion for search engines and users, indicating over-optimization.
   - Excessive Header Tag Usage: Overusing header tags (H1, H2, etc.) or stuffing them with keywords can signal over-optimization.
   - Lack of User-Friendly Design: If a website prioritizes optimization at the expense of user experience, such as excessive ads, pop-ups, or slow loading times, it may be overly optimized.

2. Off-Page Optimization:
   - Unnatural Link Velocity: If a website suddenly acquires a massive number of backlinks in a short period, it can be seen as suspicious and may indicate over-optimization.
   - Unnatural Anchor Text Variation: If a website has an unusually low percentage of branded or natural anchor text while using a majority of exact match or commercial anchor text, it suggests over-optimization.
   - Poor Link Profile: If a website has an overwhelmingly high number of low-quality or spammy backlinks, it implies over-optimization.
