Is link exchange still working?

I am not sure, that link exchange technique is still working or not?

So please, can anyone share opinion on this topic, from their experience.

One way link building is the best technique that can be used today to build your website rank and popularity. Link exchanges are considered as link trades between websites and it is not considered fruitful for search engines.

I believe link exchange is ok when you have a page with partners or "we recommend". You can do it, but you won't get almost anything from it. Backlinks should always be relevant to your niche and link only to high quality websites, because connecting with low quality ones still won't get you a penalty, but surely will send a negative signal.

Link exchange only works when the content is meaningful and actually relates to each other. You can create one way backlink. It will add value to your web page.

I don't think so that, Its working properly. If you can do it with a quality site, hope it will work. But if you do it with the same quality or cheap quality sites, you should be ready for getting kicked from SERPs. Google has PHD's programmer. They can track you.

Link Exchange is a part of Black hat SEO. Doing link exchanges may be loosing your keywords ranking. This technique was effective in the old days, until Google devised algorithms to discourage such activity. Websites should focus on building links naturally, rather than exchanging links that are mostly low quality and irrelevant.

Its helpful if you exchange link with a good website that is related to your topic or category. If you exchange links with different websites that are not related or excessive link exchange, then its not good for website.

This is one of the old techniques of SEO to build the traffic to your site. Excessive link exchanges, could negatively impact your site's ranking in search results. so i think you should avoid the link exchange techniques.

According to me and what I read, the link exchange does not work in the present world because it has mostly low-quality sites and not acceptable for the today's client.

I think that link exchange can bring you referral traffic. If the partner site is good, it will bring some traffic to your website. But you can't control the partner  site so there is a risk. Links are less effective these days. In my opinion, it is better to have on-follow links for link exchange.
